Driven by the increasing availability and deployment of ubiquitous computing technologies across our private and professional lives, implementations of automatically processable regulation (APR) have evolved over the past decade from academic projects to real-world implementations by states and companies. There are now pressing issues that such encoded regulation brings about for citizens and society, and strategies to mitigate these issues are required. However, _comprehensive yet practically operationalizable_ frameworks to navigate the complex interactions and evaluate the risks of projects that implement (...) APR are not available today. In this paper, and based on related work as well as our own experiences, we propose a framework to support the conceptualization, implementation, and application of _responsible_ APR. Our contribution is twofold: we provide a holistic characterization of what responsible APR means; and we provide support to operationalize this in concrete projects, in the form of leading questions, examples, and mitigation strategies. We thereby provide a scientifically backed yet practically applicable way to guide researchers, sponsors, implementers, and regulators toward better outcomes of APR for users and society. (shrink)

Time discounting is the phenomenon that a desired result in the future is perceived as less valuable than the same result now. Economic theories can take this psychological fact into account in several ways. In the economic literature the most widely used type of additive time discounting is exponential discounting. In exponential discounting, the fall of valuation depends by a constant factor on the length of the delay period. It is well known, however, that exponential time discounting often does not (...) describe well how people actually behave. Most people are averse to short delays in gratification now, while their future selves may not mind a bit of extra waiting. This behaviour can be described well by non-exponential discounting functions such as hyperbolic discounting. In hyperbolic discounting, valuations fall rapidly for small delay periods, but the fall gets slower for longer delay periods. Hyperbolic discounting captures phenomena such as procrastination, addiction and in general inconsistency over time. This chapter investigates whether forms of non-exponential discounting, in particular close to the so called Quasi-Hyperbolic model, could also be characterized in terms of dynamically consistent choices when individuals discount the welfare of future selves as well as their payoffs. Flow is a state of full task engagement that is accompanied with low-levels of self-referential thinking. Flow is considered highly relevant for human performance and well-being and has, therefore, been studied extensively. Yet, the neurocognitive processes of flow remain largely unclear. In the present mini-review we focus on how the brain's locus coeruleus-norepinephrine (LC-NE) system may be involved in a range of behavioral and subjective manifestations of flow. The LC-NE system regulates decisions regarding task engagement vs. disengagement. This is doneviadifferent (...) modes of baseline and stimulus-evoked norepinephrine release. We emphasize the theoretical and empirical overlap between the LC-NE system and flow. For both, a match between a person's skill and task challenge is important in order to induce high levels task-related attention. Moreover, psychophysiological indicators of LC-NE system activity, such as eye pupil diameter and arousal are also sensitive to flow states. Flow is related to arousal in an inverted U-shape. Similarly, in theories on the LC-NE system, task engagement is highest with intermediate levels of arousal. We argue that knowledge about the role of the LC-NE system in establishing the flow experience may help to gain fundamental knowledge of flow and can contribute to unifying various empirical findings on this topic. This article starts from the observation that practices of ‘algorithmic governmentality’ or ‘governance by data’ are reconfiguring modes of social relationality and collectivity. By building, first, on an empirical exploration of digital bordering practices, we qualify these emergent algorithmic categories as ‘clusters’—pulsing patterns distilled from disaggregated data. As fluid, modular, and ever-emergent forms of association, these ‘clusters’ defy stable expressions of collective representation and social recognition. Second, we observe that this empirical analysis resonates with accounts that diagnosed algorithmic governance as (...) a threat to legal subjectivity and socio-political cohesion, and called for a reinvigoration of democratic values and their re-alignment with new ‘infrastructural publics’. Against this backdrop, however, we explore alternatives avenues of legal imagination by pushing in a different (somewhat opposite) direction. Against the re-inscription of liberal categories, we linger with the promise and prospect of illegibility as resistance against the foreclosure of future potentialities in algorithmic forms of subject-making. Instead of falling back on the projection of autonomous human agency and liberal subjectivity to counteract the ‘cluster’, we imagine emancipatory expressions of resistance that are enacted through fugitive, opaque, and experimental collectivities. Apparently inconsistent with the CLASH model, animal research relates predictable environments to rigid routine behaviors and aggression. However, our work on evolutionary and neural adaptations to (un)predictable environments may be able to reconcile the CLASH model with the animal research, but also suggests complexities beyond the dichotomous approach of CLASH.

In drawing on Poincare’s conventionalism, Cassirer’s neo-Kantianism, Duhem’s methodological conservatism, and Russell’s holist doctrine of scientific knowledge, Worrall (1989) launched in his classical paper a new position in realism debate. The champions of structural realism have managed to combine a sense in which the development of science is cumulative with a picture of theory change that coheres with the argument of the “pessimistic meta-induction”. Twenty two years after the publication of Worrall’s paper, the volume under review presents an exciting recapitulation (...) of the structuralist movement’s main achievements. We describe a neural monitor of environmental and physiological resources that informs effort expenditure. Depending on resources and environmental stability, serotonergic and dopaminergic neuromodulations favor different behavioral controls that are organized in corticostriatal loops. This broader perspective produces some suggestions and questions that may not be covered by the foraging approach to vigor of Shadmehr and Ahmed (2020).

In computer ethics, as in other branches of applied ethics, the problem of the justification of moral judgment is still unresolved. I argue that the method which is referred to as “The Method of Wide Reflective Equilibrium” (WRE) offers the best solution to it. It does not fall victim to the false dilemma of having to choose either case‐based particularist or principle‐based universalist approaches to the problem of moral justification. I claim that WRE also provides the best model of practical (...) moral reasoning available for computer ethics. It does not pretend to provide quasi‐algorithmic procedures for moral decision‐making, but neither does it abandon the regulative ideal of communicative transparency in discursive public justification. An influential view in cognitive science is that computation in cognitive systems is semantic, conceptually depending on representation: to compute is to manipulate representations. I argue that accepting the non-semantic teleomechanistic view of computation lays the ground for a promising alternative strategy, in which computation helps to explain and naturalise representation, rather than the other way around. I show that this computation-based approach to representation presents six decisive advantages over the semantic view. I claim that it can improve the two (...) most influential current theories of representation, teleosemantics and structural representation, by providing them with precious tools to tackle some of their main shortcomings. In addition, the computation-based approach opens up interesting new theoretical paths for the project of naturalising representation, in which teleology plays a role in individuating computations, but not representations. An arms race for an artificial general intelligence would be detrimental for and even pose an existential threat to humanity if it results in an unfriendly AGI. In this paper, an all-pay contest model is developed to derive implications for public policy to avoid such an outcome. It is established that, in a winner-takes-all race, where players must invest in R&D, only the most competitive teams will participate. Thus, given the difficulty of AGI, the number of competing teams is unlikely (...) ever to be very large. It is also established that the intention of teams competing in an AGI race, as well as the possibility of an intermediate outcome, is important. The possibility of an intermediate prize will raise the probability of finding the dominant AGI application and, hence, will make public control more urgent. It is recommended that the danger of an unfriendly AGI can be reduced by taxing AI and using public procurement. This would reduce the pay-off of contestants, raise the amount of R&D needed to compete, and coordinate and incentivize co-operation. This will help to alleviate the control and political problems in AI. Future research is needed to elaborate the design of systems of public procurement of AI innovation and for appropriately adjusting the legal frameworks underpinning high-tech innovation, in particular dealing with patenting by AI. This paper investigates the regulation of ethical behavior of professionals. Ethical perceptions of South African professionals operating in the business community (specifically accountants, lawyers and engineers) concerning their need for and awareness of professional codes, and the frequency and acceptability of peer contravention of such codes were sought. The existence of conflict between corporate codes and professional codes was also investigated. Results, based on 217 replies, indicated that the professionals believe that codes are necessary and are relatively aware of the (...) contents of such codes. Despite these ethical tendencies, respondents (particularly lawyers) believe that their peers contravene their professional codes relatively often. No significant differences in ethical tendencies between professionals consulting to and those working in business were found. Many respondents were regulated by more than one code of ethics, but few experienced conflict between such codes. Ever since at least Aristotle, it has been widely recognized that a theory of responsibility must allow for the fact that in certain conditions agents are excused for not doing what they ought to do —and accordingly that they cannot be held responsible for what they did not, or did, do. In such conditions they are not appropriate candidates for one of what Strawson has called the "reactive attitudes" such as resentment, contempt, gratitude, and affection. Let us call such conditions (...) excusing conditions. The main aim of this paper is to show that the very same conditions that can excuse agents for not doing what they ought to do , also can excuse them for having false beliefs. As an afterthought it is suggested that this is a reason for thinking that humans can sometimes be held responsible for what they believe. (shrink)

Context: Strict finitism is usually not taken seriously as a possible view on what mathematics is and how it functions. This is due mainly to unfamiliarity with the topic. Problem: First, it is necessary to present a “decent” history of strict finitism and, secondly, to show that common counterarguments against strict finitism can be properly addressed and refuted. Method: For the historical part, the historical material is situated in a broader context, and for the argumentative part, an evaluation of arguments (...) and counterarguments is presented. Results: The main result is that strict finitism is indeed a viable option, next to other constructive approaches, in mathematics. Implications: Arguing for strict finitism is more complex than is usually thought. For future research, strict finitist mathematics itself needs to be written out in more detail to increase its credibility. In as far as strict finitism is a viable option, it will change our views on such “classics” as the platonist-constructivist discussion, the discovery-construction debate and the mysterious applicability problem . Constructivist content: Strict finitism starts from the idea that counting is an act of labeling, hence the mathematician is an active subject right from the start. It differs from other constructivist views in that the finite limitations of the human subject are taken into account. (shrink)

Lara Buchak argues that her version of rank-weighted utilitarianism can accommodate an implication of the separateness of persons known as “the shift,” since it requires individuals to be more willing to accept risk for themselves than to accept inequality in society. I argue that this is mistaken. Buchak’s model fails to yield the shift when the decision-maker is distinct from the affected individual, as well as in certain social decisions where the risk attitude of the group is known. In this paper, we examine the relationship between Christian religiosity, attitudes towards corporate social responsibility, and CSR behavior of executives. We distinguish four types of CSR attitudes and five types of CSR behavior. Based on empirical research conducted among 473 Dutch executives, we find that CSR attitudes mediate the influence of religiosity on CSR behavior. Intrinsic religiosity positively affects the ethical CSR attitude and negatively affects the financial CSR attitude, whereas extrinsic religiosity stimulates the philanthropic CSR attitude. Financial, ethical, and (...) philanthropic CSR attitudes significantly affect some types of CSR behaviors. However, because religiosity has opposing effects on the three attitudes, the joint mediation effect of the three attitudes is negligible. Furthermore, we find a direct negative influence of intrinsic religiosity on diversity and a direct positive influence on charity. (shrink)

This chapter discusses the comic potential that originates in the way players of digital games take on the dual position of being at once a played self that is internal to the gameworld and a playing self that perceives this world from the outside. I first describe the comic attitude as it is defined within philosophy: as an attitude of distanced and dispassionate reflection towards an incongruity. I then show how the dual position of players during gameplay not only is (...) characterized by incongruities, such as contradictions between the apparent seriousness and the ultimate triviality of in-game actions, but also allows players to dispassionately reflect on these incongruities. I thus argue that digital gameplay entails the inherent possibility of turning players into both a comic object and a laughing subject. (shrink)

### ­ In Who shall go first? A multicriteria approach to patient selection for first clinical trials of cardiac xenotransplantation, Kögel et al recommend the inclusion of patients who (1) have a (high) medical need for an allograft, (2) have the capacity to benefit from a xenograft, (3) have a ‘real’ choice between enrolment in a first-in-human clinical trial and an alternative life-sustaining treatment option and (4) have no clear record of previous non-compliance.1 As the authors discuss, patient selection must (...) promote the goal of gaining reliable and valid knowledge about the risks and benefits of cardiac xenotransplantation. While the four criteria outlined above certainly promote this goal, we argue it is crucial to add a fifth criterion emphasising the need to include diverse populations, particularly regarding sex, age, ethnicity and socioeconomic background.i In this commentary, we present two arguments for our claim and discuss the impact of neglecting diversity from the first trials on. ### The scientific rationale for including diverse populations First, including diverse populations in the first clinical trials of cardiac xenotransplantation enhances the scientific value of the data by assessing safety and efficacy among various populations. The aim of this article is to provide a preliminary ethical evaluation of the effect of telesurgery on patient care. In order to accomplish this task we give a broad description of the state of the art in telesurgery and analyse it using Joan Tronto’s articulation of care as a structured process. This structure illuminates the significance of the patient-physician relationship as the buttress for establishing and preserving practices of care in the healthcare context, with the ultimate goal of safeguarding (...) patient dignity. The process of care combined with the moral aim of medicine—to fulfil the good of the patient—provides the ethical foundation for assessing telesurgery. By exploring various telesurgical scenarios we may assess its potential role in augmenting or diminishing patient care within the frame of the patient-physician relationship. The significance of conducting this evaluation lies in the fact that the practice of telesurgery may very shortly become routine and an evaluation has not yet been attempted. (shrink)

We propose a dynamic logic of lying, wherein a ‘lie that $\varphi $ ’ (where $\varphi $ is a formula in the logic) is an action in the sense of dynamic modal logic, that is interpreted as a state transformer relative to the formula $\varphi $ . The states that are being transformed are pointed Kripke models encoding the uncertainty of agents about their beliefs. Lies can be about factual propositions but also about modal formulas, such as the beliefs of (...) other agents or the belief consequences of the lies of other agents. We distinguish two speaker perspectives: (Obs) an outside observer who is lying to an agent that is modelled in the system, and (Ag) an agent who is lying to another agent, and where both are modelled in the system. We distinguish three addressee perspectives: (Cred) the credulous agent who believes everything that it is told (even at the price of inconsistency), (Skep) the skeptical agent who only believes what it is told if that is consistent with its current beliefs, and (Rev) the belief revising agent who believes everything that it is told by consistently revising its current, possibly conflicting, beliefs. The logics have complete axiomatizations, which can most elegantly be shown by way of their embedding in what is known as action model logic or in the extension of that logic to belief revision. Despite its basically syllogistic character, Richard Whately's Elements of logic presents the subject in a modern theoretical setting. Whately, for instance, regarded logic as an abstract science, and defined the syllogism as a purely formal device to be used as a means of determining the validity of all arguments. In this paper, I argue that such instances of abstractive ascent place Whately's theory in closer proximity to later 19th-century developments than to the work of his 17th-century predecessors. The purpose of this note is to observe a generalization of the concept "computable in..." to arbitrary partial combinatory algebras. For every partial combinatory algebra (pca) A and every partial endofunction on A, a pca A[f] is constructed such that in A[f], the function f is representable by an element; a universal property of the construction is formulated in terms of Longley's 2-category of pcas and decidable applicative morphisms. It is proved that there is always a geometric inclusion from the (...) realizability topos on A[f] into the one on A and that there is a meaningful preorder on the partial endofunctions on A which generalizes Turing reducibility. The question of human control is a key concern in autonomous military systems debates. Our research qualitatively and quantitatively investigates values and concerns of the general public, as they relate to autonomous military systems, with particular attention to the value of human control. Using participatory value evaluation (PVE), we consulted 1980 Australians about which values matter in relation to two specific technologies: an autonomous minesweeping submarine and an autonomous drone that can drop bombs. Based on value sensitive design, participants were (...) tasked to enhance the systems with design features that can realize values. A restriction (limited budget) in each design task forced participants to make trade-offs between design options and the values that these options realize. Our results suggest that the ‘general public’ has diverse and nuanced stances on the question of human control over autonomous military systems. A third of participants that is opposed to autonomous military systems when asked directly, selected different combinations of design features realizing varying degrees of human control. Several contextual factors, technology-specific concerns, and certain values seemed to explain these different choices. Our research shows that a focus on human control might overlook other important values that the general public is concerned about, such as system reliability, verifiability, and retrievability. How can we be moved by the fate of Anna Karenina? By asking this question, Colin Radford introduced the paradox of fiction, or the problem that we are often emotionally moved by characters and events which we know don’t really exist (1975). A puzzling element of these emotions that always resurfaced within discussions on the paradox is the fact that, although these emotions feel real to the people who have them, their difference from ›real‹ emotions is that they cannot motivate (...) us to perform any actions. The idea that actions towards fictional particulars are impossible still underlies recent work within the philosophy of fiction (cf. Matravers 2014, 26 sqq.; Friend 2017, 220; Stock 2017, 168). In the past decennia, however, the medium of interactive fiction has challenged this idea. Videogames, especially augmented and virtual reality games, offer us agency in their fictional worlds: players of computer games can interact with fictional objects, save characters that are invented, and kill monsters that are clearly non-existent within worlds that are mere representations on a screen. In a parallel to Radford’s original question, we might ask: how can we be moved to shoot zombies, when we know they aren’t real? The purpose of this article is to examine the new paradox of interactive fiction, which questions how we can be moved to act on objects we know to be fictional, its possible solutions, and its connection to the traditional paradox of fictional emotions. Given a cofinal cardinal function $h\in {}^{\kappa }\kappa $ for $\kappa $ inaccessible, we consider the dominating h-localisation number, that is, the least cardinality of a dominating set of h-slaloms such that every $\kappa $ -real is localised by a slalom in the dominating set. It was proved in [3] that the dominating localisation numbers can be consistently different for two functions h (the identity function and the power function). We will construct a $\kappa ^+$ -sized family of functions h (...) and their corresponding localisation numbers, and use a ${\leq }\kappa $ -supported product of a cofinality-preserving forcing to prove that any simultaneous assignment of these localisation numbers to cardinals above $\kappa $ is consistent.
